With a joint circular letter of 31 January 2011, the Ministries of Labour and Home Affairs have announced that Italy has decided to continue to rely on the transitional arrangements for a further year (until December 31, 2011), regarding procedures for access to the labor market to nationals from Romania and Bulgaria, with a view to full liberalization of employment.
Exemptions for certain sectors and for certain professions:

agriculture;
-
hospitality industry;
-
housework and personal assistance;
-
housing market;
-
engineering sector;
-
executives and highly skilled, including in the cases provided for in Article 27 of the Immigration TU;

seasonal work.
